How It Works

Debris Removal: For safety purposes, all structural ash and debris must be cleared before any rebuilding can occur. Once both Phase I and Phase II are complete, the county will issue a clearance and rebuilding can begin.

Pre-Application Consultations: We’ll reach back out with a consultation to help you determine what will be required and what your property’s options are.

Pre-Clearances: There are three Pre-Clearances that must be obtained prior to submission of a building permit application. We'll help you prepare the appropriate paperwork so that the next steps can happen as quickly as possible.

Submit Building Permit Application Package: Consultant works with owner/civil/architect/surveyor to utilize the best site map for the parcel. While also gathering the existing layout for the county office.

Building Plan Review + Approval Process: A septic system is designed based on the testing parameters . A report of the septic design is written and submitted to the county. Final design is determined based on site conditions/testing results.

Building Permit Issuance Approval: County reviews project design and testing. Conducts independent site visit to verify sizing. Rebuilding can begin once the plan is approved.

Construction: County grants approval and sends out building clearance. Construction can now begin at your property.

FAQ’s

  • In most circumstances from a fire and environmental health clearance perspective fire rebuild properties are not being considered like new builds.

  • Current county environmental health codes specify how to approach septic systems in the case of a catastrophic event. County staff are required to follow the code, which for septic systems has to be approved by the State Water Resources Control Board. Because of health and safety concerns for water quality the State requires rebuilds to meet current code in most cases. In many situations the existing septic will meet current requirements, in other situations, the septic system may need to be brought up to current code.
